From what I've heard the only way a secondary weapon can incorporate a laser is if the model already includes it, like this or this. In that case, it'll be on all the time and won't have any positive bonus effect like the default in-game laser, it's just there to look cool. It's the secondary weapon slot itself that's the problem. Any weapon put there can't use a laser, so if you change the default M16 so that it's a secondary weapon, it can't use laser sights any more either.
